From my understanding Nads (seriously, that's what it's called) will EVENTUALLY make it stop.

It's like waxing, only it's all natural. It was developed by a mother for her (hairy) daughter-Natalie (hence the name)-using things from her kitchen. It used to be on info-mercials all the time. I haven't seen it lately though. You can find recipes to make your own though. Google Nads+recipe.
References :
no, waxing pulls the hair from the roots so it doesnt grow back as fast as it does shaving
References :
Electrolysis also works because it literally burns the root of the hair. After about 10 sessions, hair growth is permanently gone. Its pricey though---it costs anywhere from $80 per session (for an arm or a smaller body part) to $250 per session (for a leg of larger body part).
References :
Nope, there is no possible way.

You can wax instead of shave, and it will keep the hair from growing faster, but that's it.
